Utility Updates

  • No new information came from SoCal Gas.  There have been no reported leaks.  They have had meetings with the City regarding the GPS readings and will be having more meetings with the City.
  • SCE has contacted residents near Dauntless and Schooner about right of way permits as they have been doing planning for a permanent fix to the power lines now coming in from Ladera Linda due to loss of input from Western SeaView due to land movement.  They indicate this is due to the requirement that the solution that is in place was temporary and not to exceed a year.  We have requested both the City and SCE put this planning for a permanent change on hold and to focus on re-energization work for the impacted homes in Western SeaView as land movement has now stopped.
  • Both SoCal Edison (SCE) and SoCal Gas have been meeting with the City to exchange data on status of land stability and explore re-energization possibilities. There are no definite plans yet. The recent re-energization of homes around PBCA were the result of SCE’s rerouting and sectionalization of circuits.  SCE’s removal of poles earlier this year was done as the poles would not have been able to be used in future re-energization efforts.
  • The City reminds residents that all temporary and permanent electric and gas connections should be permitted and inspected by them. If there was unpermitted work done, residents are advised to work with the City to have inspections done. Otherwise, it could delay or prevent any future re-energizations.

Land Movement Q&A Meeting 

  • Dewatering wells. On November 19th , the City will be meeting to extend the emergency declaration and extension of funds for the ongoing projects.
  • There are currently 10 deep de watering wells. 6 near the Beach Club are pumping at a rate of 600 gal/minutes. Wells 7&8 are near PVDS and pumping at a rate of 100 gal/min. Wells 9&10 are further West and pumping at a rate of 160 gal/min.  Well #9 has pinched off and output has been reduced.  Geologists are looking at either re-drilling that well or considering whether to choose another location.
  • Access work for well #11 is underway and drilling is to start next week.  Overall, the current wells are removing more than 800 gallons per minute or 1.25 million gallons/day. To date a total 35 million gallons has been extracted.  
  • 2 additional test bore holes are being scheduled.  Once these are done, a next steps plan will be formulated.  A question was raised as to what will happen to old wells in PBCA that are no longer working. That will depend upon more firm plans after the additional bore holes have been drilled and a plan formulated.
  • Winterization.  Fissure filling in Altamira Canyon is nearly complete. Lining of the base will be completed by next week.  Filling of other canyons will be starting next week and is planned for 3-4 weeks.  Street work in SeaView to fill and seal Grabens has been started.  The anticipated timeline will be to finish in 2-3 weeks.
  • Another survey has been done. Results of the survey.  Finished October 29th.
    • Across the landslide, points have decelerated another 43% compared to October 8th.
    • Klondike Canyon landslide all points have stopped movement and are not moving anymore.  This includes SeaView and PB Beach Club.
    • In PBCA, the movements have been reduced to 1.5 to 3 inches per week.
    • Abalone Cover area, still moving the fastest. This includes the Altamira area.  2-5.5 inches/week. Overall, about 25-30% decrease in movement.
    • In the area of the Burma Road switchback moving about 2 inches/month.  But recent GPS markers not showing any movement.
  • A query was made as to the interactions between City Geologist readings and the utility company engineering and planning teams. There have been active meetings.  No concrete plans have been made for re-energization.  SCE will be meeting with the City next week to further discuss the GPS readings.
  • SoCal water reported a recent water break in the Burma Road switchback area.  The City Geologist feels it is due to accumulated movement and not recent movement.  Cal water has seen breaks near their reservoir.  They are still providing water to the neighborhood while they are working on the breakage.
  • SoCal Water was asked again about the repair of the curb in the cul de sac along PVDS.  They are planning to repair the curb and surrounding area.

City Council Meeting

Mend the Bend Dinners will be continuing Wednesdays at Ladera Linda Community Center. Notices have been distributed to affected residents.
