Landslide Town Hall October 28

On October 28, the City Council will hold a Special City Council meeting in the form of a town hall at 6 p.m. at the Ladera Linda Community Center and via Zoom regarding the Portuguese Bend Landslide complex.

Residents are invited to attend the town hall to get the latest updates on land movement, the City’s ongoing efforts to slow it and prepare for the winter, plus updates from Cal OES and FEMA.

Please bring your questions and concerns. Refreshments will be provided.

Utilities Meeting:

  • SoCal Electric was not able to attend this week as their representative was out on PTO
  • SoGal gas had no updates, but has received the letter from the City requesting re-energization as land movement has stopped. They will be meeting with the City representatives this week.
  • SoCal Water has completed their work on PVDS. They are finalizing a plan for offering some visual fencing to landowners where pipes are above ground. Only a few community members will be eligible as fencing can’t be put within 2 feet of the curbs
  • All of the utilities emphasized that their employees will be in marked vehicle and have identifying information when working in the neighborhood. They should also have showable ID’s.

Community Security Meeting

· We reviewed the history and placement of solar lights in SeaView along Admirable and Exultant that the City has provided. The cost is approximately $2000 per month which the City is planning to use the state emergency declaration to support. Thanks to Anne Cruz and her group who helped establish the light placements. No new requests for lights have come from community members.

· We have established in SeaView the need for parking permits supported by a municipal ordinance. The City is not intending to go out and issue tickets to residents, but concerned residents who note cars from people who are not part of the community may contact the Sheriff’s Department and citations may be issued for cars that don’t belong in the neighborhood and that don’t have a permit. Residents can obtain permits for their vehicles from City Hall. The City has streamlined the Parking Permit process, and they are easy to obtain.

· Many in the community have noted that there has been an increase in Sheriff’s patrols in the neighborhood. Sheriff Clotworthy relayed that there has not been any crime activity in SeaView since the de-energization. There have been reports made by residents of concerning activity, but to date criminal activity has not been established. Sheriff Clotworthy was going to follow up with a resident who expressed concerns of activity near their home. PBCA has not been able to energize their gate. After consideration, the Sheriff’s department has decided to remove the command vehicle as with it in place they have to staff the vehicle. They intend instead to deploy that individual for patrol duties. The plans for movement of the command trailer to SeaView has therefore been put on hold. Sheriff Clotworthy and Ara Mihranian emphasized for residents to report any suspicious activity to the Sheriff’s department. If you see something – Say something!

 

Stakeholders Meeting

City Activities

· October 20th GPS survey updates. The 4 points within SeaView and Beach Club areas show no movement in the past week. The GPS monitors do track both horizontal and vertical movement. The City Geologists have noted that there may be some settling of land from prior voids having been formed which residents may be noticing.

· 6 de-watering wells are still pumping at a total of greater than 500 gallons per minute. Two other wells at PVDS East of Peppertree and the other at the archery range are at 100 gallons per minute. The City Staff did note that the deep wells are slotted and can also take water from the shallower water levels.

· Two other wells at Abalone Cove are to become operational today or tomorrow with a 3rd to have work begin soon.

· Winterization.

o Altamira Canyon. Is moving along and well underway. Lining materials have been ordered.

o Other canyons filling will be underway next week.

o SeaView. Graben sealing has started and is anticipated to take a few weeks. Admirable and Exultant filling was targeted to begin at the end of this week but will be delayed until next week. It was reinforced that residents would appreciate notification of partial or full road closures to accommodate the work. City will increase its efforts to do so.

· Utilities

o Sanitation District. Sewer bypass lines are largely complete so future road closures are not anticipated. An ask was made to restore the cul-de-sac at the end of PVDS service road. The water and sewage teams will discuss this between them and work to restore the cul-de-sac for security purposes.

  • LA County Public Works.
    • No new updates or reports. No movement of sewer lines in SeaView.
  • PBCA sewers.
    • Re alignment of the sewer system is underway.
  • SCE updates
    • PBCA reports that some letters were received by two residents that power was going to be restored. SCE was not on today’s call, but the City will follow up.
  • SoGal Gas updates
    • No update
  •  
  • Frontier
    • Pole on PVDS has been moved for LA sanitation work
  • SoCal Water
    • With the Graben filling at Exultant and Dauntless, So Cal Water will be working to shore up the pipe support in the area. This may involve short term shutoffs, but because of the shutoff valves, there is not expected to be any disruption to homes.
    • Elevation of pipes in PBCA is being planned. Venderlipp Trail tie in will be completed tomorrow.
  • KCLAD.
    • Water levels in the wells has been dropping rapidly. Water depth from 32 to 56 feet. One of the wells is now dry.
  • ACLAD.
    • There have been ongoing pipe breaks. They have 3 wells active currently. They are continuing to work to repair their drain systems.

o There will be a land movement update at the November 6th City council meeting.

  • The RFP for the water sources Hydrology Study is planned to be posted in the next few days.
