COMMUNITY NOTICE From SRA Board:

There will be a SeaView Residents Association community meeting to discuss community security at Ladera Linda, Tuesday October 22nd from 7:00 to 8:30 PM.  The City Manager, Sheriff’s Department, and County Fire Department will be present to discuss the implementation of portable lights, parking permits for SeaView, enhanced Sheriff’s patrols in SeaView and placement of the Command Center trailer, and emergency services access to SeaView.  Residents are encouraged to attend in person to ask questions.  A Zoom link will be provided in a follow up email.

Residents in the land movement area will be holding an organizational meeting at Ladera Linda next Monday at Ladera Linda at 6:00PM.  SeaView residents who would like to assist our neighbors in specific projects are encouraged to attend.

There have been Wednesday evening Mend the Bend dinners at Ladera Linda. Thank you for joining Wednesday night dinners at Ladera Linda in support of neighbors who have lost their basic utilities.  Community Support and awareness is always appreciated. 

A reminder that these Wednesday meals are meant for those 320+ residents directly affected by the RPV landslide, who have lost basic utilities and are unable to cook. The meals are provided primarily for those residents.  

Residents with utilities are encouraged to support the effort by patronizing the generous restaurants who are supporting this effort, donating supplies for the next 2 dinners, bringing something to share, have a beverage and circulate and chat with affected neighbors and offer smiles, hugs, and support, but please allow the restaurants to serve those families directly impacted by the loss of gas and electricity for whom this is a godsend.


City Council Meeting

  • Donations via the Rotary Club for landslide affected residents can be made.  There is a Q/R code on the City Website that individuals can use to make donations.
  • Public safety reimbursement programs are in place again.  Neighborhoods up to $2000 for an HOA/Residents Association. Up to $100 for an individual.
  • Brush clearance for SeaView for yard trimmings will be on Saturday November 2nd.  Anyone with drainage swales is encouraged to clear them in anticipation of the rainy season starting.
  • Next City Council Meeting 11/6 Wednesday as national election day will be on the 5th.
  • The City Council added to the land movement item in the consent agenda that a letter be sent to the utilities requesting for them to commit to re-energization of the affected land movement areas and to define what rate of land movement is considered manageable.  The starting point would be pre 2022 land movement rates. A letter will be going from the City to the utilities for this ask.

Updates

  • Dewatering wells.  Movement rates using GPS monitoring.
    • Continued decelerations near the de-watering wells.
    • In selected areas of SeaView, measurements of land movement are getting to the point of no movement.
    • In the Beach Club areas, around 1-3 inches 9/4 to 10/13.
    • In PCBCA, western slide area, 40-60% reduction. Rate of movement ranging from 6.6 to 10.62 inches over the same area.
  • Deep wells 7 and 8 are active with withdrawal of 15-20 gallons per minute.
  • Bore holes being placed in the Western slide area.
  • Water sampling from the wells is happening to see if sources can be identified.  No results currently.
  • The City is still awaiting feedback from the Army Corps of Engineers on the technical aspects of the water abatement efforts and preservation of PVDS.
  • USGS was in the meetings with the Army Corps of Engineers and Cal OES.

Winterization efforts.

  • Underway in Altamira Canyon.  Will be expanded to other canyons in the next few weeks.
  • KCLAD Canyons will be in the next few weeks.
  • Graben filling in SeaView is scheduled to begin in the latter part of next week.  This will involve placement of a cap at the intersection, liner, and pumps at Exultant and Dauntless. Regrading will be done to fill the other fissures.  There will be specific interruptions to resident traffic flow that will likely be done house to house as it will be individualized.
  • A question was asked about moving the sewer lines along Dauntless above ground.  The infrastructure changes to do so would be extensive and likely take a long time to complete hence not being considered at this time.
  • The two red tagged homes in SeaView are under the control of banks.  The City has been in touch with the banks to try to seal the ground and to demolish the homes.  If they are not able to get a response, they anticipate needing to get an abatement order and to do it themselves.
  • An RFP for hydrology reports for water sources above the canyons is being finalized.
  • SCE will be finishing up some home equipment removal at the end of this week and next week in SeaView.
  • Cal Water was not at today’s meeting. Final work is being completed in PB Beach Club and PBCA. PVDS work is completed and has been tied in.
  • The City is finalizing laundry and shower services to be placed at Ladera Linda and for portable battery packs. There will be announcement on this.  They are also working on a Thanksgiving dinner by reservation and to try to have additional restaurants hold dinners going into November.

Dan Trautner from the City announced that for residents of the impacted areas, the shower trailer is being delivered today to Ladera Linda.  Laundry services will begin on Tuesday, October 22nd not Wednesday, October 23rd, and will be offered on Tuesdays from 3 pm to 9 pm and Sundays from 1 pm to 7 pm at Ladera Linda.
