City Council and Stakeholders Meeting Notes

 City Council Meeting 9/17/2024

  • Property tax analysis.  County Tax Assessor Prang spoke.  David Weakley/Art Sanchez were also present from the Assessor’s office. Resources are being used to look at impacted properties.  They have collected information from over 100 homeowners at the recent meetings held at Ladera Linda.  His office provides property tax relief to affected properties.
    • All red and yellow tagged homes have had adjustments.
    • Misfortune and calamity claims are only applied to damage to property.  Filing must be within 12 months of when damage was noticed and at least $10,000 was spent.  He discussed several options available to residents for transfer of tax base to the same or different counties.  They will work with residents to help determine which program may be best for them.  There is a section named tax relief on the RPV City website that will help homeowners navigate the process.  David Weakley indicated that claims for reduction in property tax would not result in an overall reassessment of your property tax.
    • If you believe that your home has had a “decline in value” due to the land movement even if you have not sustained damage, you can file for a review of your property value.  These need to be filed between 7/2/24 and 12/2/24.
  • Information was provided by SeaView residents of a meeting with LA County Supervisor Janice Hahn.  They shared a letter from Supervisor Hahn to RPV asking for the promised $5M in funds from the county to go towards affected residents in all 3 communities.
  • City Managers report.  Ladera Linda will be open from 9 AM to 9 PM daily to help residents to have a retreat from the land movement.  San Pedro YMCA is offering support to affected residents.  Information is on the City’s website.

Stakeholder Meeting 9/18/24

  • Utilities.  Sewer lines.  PB Beach Club and PB community. A  scope of the sewer line shows it to be intact.  Pumps are being checked 3 times a day.  The City is looking at alternative to propane fuel sources.
  • SCE.  Will be de-energizing 50 residents in Rolling Hills. Met with PB Beach Club and will be having regular meetings with them going forward.  They are looking into possibly energizing some homes in SeaView across the street from homes that are still energized.
  • SoCal Gas.  Disconnected 37 customers in Rolling Hills over the weekend.  They will be making donation to the local Rotary Club of $50K to distributed to the 3 communities.  There will be no funding for individual owners.
  • Frontier. Plan for continuing service to all communities.  They are pulling their lines off of the SCE poles and will run their lines along the ground.
  • Cal Water.  Ongoing construction in PBCA.  In SeaView scheduled pressure test on Friday along Admirable.  There were two water breaks in the water lines that are now going to be bypassed by the above ground pipes that are being pressure tested this week.
  • Two deep de-watering wells have been placed. They are pumping approximately 200 gallons per minute.  They are below the deep slip plane. A third well is underway for drilling, there are two more planned.  GPS monitoring in the area will be increased to weekly to see what happens to land movement as a result of water removal.
  • GPS survey.  Raw data was posted on Monday.  They are seeing a reduction in slide velocities.  Final report to follow.  We are still at a rate of movement that is about 80 times higher than the gradual movement seen in the 40 years prior to the recent rapid movement.  Klondike Canyon 15% decrease; Abalone Cove 8% decrease.  Areas near the toe of the slide have decreased about 20%. A full report will be provides at the October 1stCity Council Meeting.
  • PVDS repairs.  Ongoing repairs.  No new major items.
  • Greatest impact areas for preventing water intrusion are in the 6 canyons. The City is working with the land movement districts as to key fissures for filling.  Not able to do drainage systems before the winter rains.  This includes the SeaView neighborhood grabens where there will be lightweight concrete caps with pumps at the Dauntless/Exultant intersection. The timeline for this is below under SeaView.  
  • The Army Corps of Engineers has informed the City as of late last week that they will be deploying help. The City has been asking for their help for a year.
  • ACLAD.
    • Now has generators to help support their well operations.  They are running a group of volunteers to fill the propane tanks, and they are installing larger tanks to support them.
    • They are investigating solar power for the wells.
  • KCLAD.  Steve was not on the call today.  No updates available to the City.
  • LA County.  Emergency Management.  No updates
  • Rolling Hills.  There was some communication between Ara and the City Manager about dealing with the utility shutoffs.
  •  Seaview.
    • Ask was made to remove the large solar trailer with a sign to rent them that has been parked in the community.  With the permit requirements now in place the City will ask the Sheriff to issue citations.
    • The filling all of the graben’s timeline is to start in early October with plans to be finished by October 15th.
    • The Portuguese Bend based Sheriff’s Command Trailer is to be moved to SeaView once their gate is energized.  PBCA is working to try to get generators to work to power the gate.  They are hoping to have solar power possibility by early next week.
    • The hydrology study for the landslide and Rolling Hills areas has not yet been started.
    • There is a plan in place by the City for security vendors to provide additional security, but the City’s first step is to focus on having the Sheriff’s Department presence increased. 
  • The City has had discussions with Cal OES and FEMA.  Because there are published maps of the ancient landslides, they do not consider this to be a natural disaster.  As such, they do not believe that City costs will be able to be reimbursed. There will be an appeal process that the City can pursue.  Senate bill 1461 was designed to address this, but that bill has been shelved and no one believes it will be revived in its current form.
