SeaView Updates, Utilities, & Stakeholders Meeting Notes

 Utilities meeting

  • Cal Water remains committed to continuing service to SeaView.  The last work is being done on Admirable and along PVDS for the above ground pipes.  Residents in those areas will be notified as final tie ins occur. They are finalizing the plans for offering to view protect the above ground pipes for homeowner who are affected. Details on that will be forthcoming in the near future.
  • SCE and SoCal Gas.  SCE reports that they are in a stable pattern after the recent de-energizations and are not anticipating any new shut offs. They are expediting applications for solar for anyone in PBCA, the Beach Club, and SeaView.  This includes the initial tie permits to SCE systems.  SoCal Gas was not able to be on the call but follow up with them indicates that no new shut offs are planned. They will be doing daily meter checks in SeaView.

SeaView Updates

  • Solar light trailers have been placed by the City after a committee of our neighbors requested for added security measures in the areas impacted by the power outages.  These are providing lighting in areas that access darkened areas of our neighborhood.
  • There has been a dramatic increase in sightseers in the neighborhood due to the publicity associated with the land movement.  At the recent meeting of residents with the City about drainage and security, there was very strong support for exchanging permit only parking signs to those with municipal code listed so that violators could be reported and an option for enforcement could exist.  Instructions for residents to get passes for their cars and their guest cars was sent last week and is posted online in the City’s website.
  • The Sheriff’s station is increasing patrols in SeaView due to the increased publicity related to the land movement.  Their strong advice continues to be to call to report any suspicious activity.  There is active discussion with the City of having the command trailer that has been in the PBCA moved to SeaView once the security gates at PBCA are energized.

Stakeholders Meeting

  • LA County Sanitation District.
  • Sewer Lines in SeaView.  LA county works.  Exultant repair on Exultant completed. PVDS is starting next. Admirable to follow that.  Repairs will allow for some movement.  There should be no interruption in service with these efforts. 
  • Portuguese Bend sewer lines. More CCTV inspections need to be done.  Grinder pump generators are being supplied by the City.  5 more to be supplied.  Propane generators are being used for the lift stations.
  • SCE.  They were unable to be on the call today.  A written update was provided to the City.  No new de-energizations are planned.  SCE will be at the resource fair today.  They are removing de-energized lines in the areas that are without power to avoid the risk of backflow of energy from homes into the power lines.  Some homes in SeaView have been reporting intermittent flashes of electricity to appliances.  There is concern that this is backflow from homes that may have generators but are not using a transfer switch.  An ask was made by SeaView residents along PVDS to see if the terminal pole on PVDS could be extended by one pole.  The City has been asking for a site-specific approach to the de-energized areas. They will follow up on a request by the public utilities commission to also ask for the same.   No commitments have been made by SCE to reverse their current position per the City.  Residents in Portuguese Bend have been experiencing difficulties in solar companies not configuring for complete cutoff from SCE. They advise caution in working with solar companies to be sure that they are putting in the correct equipment for homes that are de-energized.
  • Communications:  Frontier. Current plan is to reposition lines to existing poles, but if poles are being removed it will create a problem for them.  They will review on a case-by-case basis.  The City is working on a written commitment with the cell companies for expanded service into the area.  Cox has been notifying some residents of being disconnected.  To whom the notices are going to isn’t clear.  Queries were made as to what they were going to be doing.  The City will follow up with them.
  • SoCal Gas.  Daily leak inspections are ongoing.  No new areas where the gas service is going to be altered.  SoCal gas indicated that any final bills that came out to residents where gas has been cut off will be forgiven.  Some of the areas at the end of Exultant and PVDS were being fed from a different main line than the rest of SeaView that had been compromised.
  • Cal Water.  As above, will be finishing work on Admirable with plans for notification of residents when tie ins are to be done.
  • City updates
  • Landslide abatement projects.  The City started drilling the first deep well yesterday. They anticipate it will be completed by Sunday.They are commissioning a second well to begin soon.  They anticipate 5 wells to be drilled.  Instrumentation will be done.  Ongoing bore holes will be done also.  The City pointed out that they do not anticipate that it will not be as simple as the gallons of water removed that will be correlating to successful land movement slowing.  An ask was made to provide residents a lay person explanation of what they will be looking at after drilling is done.
  • GPS survey.  New results are still pending.  Anticipate having them in the next day or two.  Results will be in the staff report for the 9/17 City Council Meeting.  An ask was made to have an update on the manuscript that would correlate rainfall to land movement.  The City is working on this with Mike Phipps.  FEMA is asking for the information.
  • PVDS.  No new updates
  • SeaView neighborhood roads. The recommendation being made to the City council is to cap the Graben at Dauntless and Exultant with fluid-like fill that will be lighter than concrete with a tarp over that and two pumps to pump out water.  For Exultant and Admirable, they will be filling with Asphalt and don’t anticipate a need for pumps but will reassess this as winter rains come.  This will be presented at next week’s City Council Meeting. The City has been putting up the permit only parking signs. 
  • City is working on a plan with ACLAD for Altamira Canyon.  The plan is to present that in concept to the City Council at the 9/17 meeting.  A search for funding for this is underway.
  • Portuguese Bend, drainage swales and reconstruction of drainage is being planned.
  • Drainage source study.  The plans for identification of sources of water and potential solutions are complete. Review now is underway to see if these plans could qualify for FEMA funding.
  • Portuguese Bend updates.
  • KCLAD updates. The water table is dropping.  At the new well, the water table was at 5 feet but has dropped about 2 feet in the last few weeks.  One of the shallow wells is to be abandoned.  Total production is 375 gallons per minute from all the wells, 540,000 gallons per day.  KCLAD will be shifting their reporting of water removal. Current wells are about 165 feet deep.   Ongoing work on the fissures in preparation for the winter.
  • ACLAD.  Working with the City on Altamira Canyon and continuing to work to keep wells running.
