Stakeholder Meeting of 2-14-2024 – Update Notes
Los Angeles County Disaster Management AREA G
- Jesse Villalpando submitted the late damage assessments to FEMA for reimbursement for the 2022-2023 winter storm emergency. This includes the City, ACLAD, and KCLAD.
- The City encourages ACLAD, KCLAD, and other non-profit HOAs to keep/prepare receipts and documentation so that the City can be prepared to submit cost reimbursements to FEMA at a moment’s notice for the 2023-2024 winter storm emergency—if one is declared. It could happen in the next few days and the documentation needs to be ready. Brandy Villanueva stated that this process occurs quickly, for example, in a couple of hours, not a couple of days. This needs to be done/submitted immediately and properly to not jeopardize the BRIC grant. In documentation, the language needs to show that the costs are related to “emergency protective measures.”
- Ara Mihranian has been in contact with county and state representatives, CalOES, FEMA, Los Angeles County Office of Emergency Management and other.
- If a state and/or federal emergency declaration is enacted, this will evoke emergency power that could help with state requirements.
- The City will follow up in a month for financial assistance.
- Jesse Villalpando reported on contingency planning. The City has been coordinating with all relevant agencies, the City of Torrance, the Red Cross, and others.
- Jesse Villalpando is working on a landslide protocol response flow chart.
- Brandy Villanueva reported that in her communications with CalOES, another storm is coming soon, and she will keep the City updated on any pertinent information.
Geotechnical Updates
- During the past week, Mike Phipps has been coordinating with Cal Water and their design consultants on the water main project(s)—sharing data and information from the landslide area.
- On 2/14/2024, Mike Phipps and others inspected Kelvin Canyon and other properties in the Vanderlip area.
- The next regularly scheduled monitoring point survey is in March, but the City is looking into a February survey, as well as monthly surveys.
Ara Mihranian requested a report from Mike Phipps that describes what is happening due to the heavy rainfall events. Ara would need this report in 4-6 weeks.
Coordination with the City of Rolling Hills
- The City of Rolling Hills Ad Hoc Committee is ramping up coordination with nearby cities/municipalities.
- The City of Rolling Hills is continuing their research of recent events and will report back.
- SRA has asked that the City of Rolling Hills digest the Larry Paul Documentation and step-up their urgency on the issues presented in that Documentation.
General Comments or Questions
- The City has coordinated trash pickup for the 4-5 Seaview residences at the sewer repair site. They will continue to do so as needed.
Sam Hout will coordinate with Hardy & Harper during their roadway repair construction starting 2/15/2024 for the grindings to be provided to ACLAD and KCLAD.

- At the 2/6/2024 City Council meeting, they asked City staff to return at the 2/20/2024 City Council meeting with a plan to get the EIR finalized and to advance the final engineering.
- The agenda for the 2/20/2024 is posted; however, additional details will be added on 2/15/2024 by COB.
- The City received emails and correspondence from the public, which will be included.

- The City continues to monitor the road conditions for movement and cracking and will be scheduling repairs as needed. Crews are scheduled to conduct repairs on 2/15/2024 through 2/1/6/2024, and then again after the next expected storm.
- The City is still working with their traffic consultant to assess the signage for permanent and temporary signage. Ramzi Awwad reiterated that the traffic engineer will make the recommendations.

- At Lower Cinnamon (1 Cinnamon and 2 Cinnamon), temporary repairs were completed.
- At the intersection of Narcissa and Cinnamon, repairs were completed then broke again. So, more repairs are needed. It was discussed that flexible pipe could be a long-term solution.
- At Narcissa and the Riding Club, more road repairs are required due to fissures.

- A work truck was reported on PVDS. Ramzi Awwad confirmed with LACSD that is was for routine adjustments to the couplings.
- LACPW found a break in the sanitary sewer, installed a bypass, and will be continuing with repair work around the last week of February or the first week of March.
- The City will be working with LACSD on rerouting the sanitary sewer and will share conceptual designs when they are available.

- There have been multiple breaks on Narcissa in the galvanized pipe, which easily pulls apart with land movement. The City is looking into flexible pipe.

- Three additional poles on Dauntless need to be replaced. Residents want to know what/how SCE will be conducting this, including safety measures to protect their properties.
- Program Manager Sam Hout at Hout Construction Services, Inc. (HCS) has noted the plan is in place to remove the 40 poles in the Preserve area. The City/HCS will review the plan and ensure there are safety procedures.
- Sam Hout stated the City has encroachment permits for both projects (3 poles and 40 poles) listed above.

- Ben Steinberger coordinated with SoCal Gas operations and no leaks have been reported in the past week.

- The Vanderlip to Burma phase is currently in design.

- The new well total volume was 168-170 this week.
- With the recent heavy rains, the ground water level has been rising approximately 3-4 feet.
- At the well with the broken casing, a shallow well will be placed next to it to draw down ground water. This is a perforated 8-inch pipe, which should pump about 20 gpm. If the water level goes down, the deep well can be excavated and repaired.

- A new pump was installed in well #17. It is pumping for about 8 hours per day, which is about double from before.
- Gordon Leon and Ed from Cotton Shires walked Kelvin Canyon. Ed provided advice on collecting water.
- The arborist(s) is doing a great job clearing the canyon.

- Currently wiring and plumbing wells #18 and #20.
- For the “science experiment,” samples were measured at the spring in Kelvin Canyon, the runoff in Vanderlip, and other locations. Samples will be sent to UC Davis after more samples are collected after the next expected rainfall.
