Combing Cal Water and Stakeholder Meeting Update Notes

  • State of Emergency declaration. Ara Mihranian met with Senator Allen and Assemblyman Muratsuchi in Sacramento. He reports that the meeting was very good and given the increase in land movement activity that there is a high level of awareness among our state representatives of what is happening in RPV. There is progress towards a state declaration of state of emergency for our area. To do so they have advised having in line what resources/funding will be asked for.
  • GPS Survey. The City Geologist has completed the revisions. It is anticipated that the report given in the December City Council Meeting will be ready in the next few weeks. This will serve as the background behind anticipated monthly updates to monitor land movement. These will be publicly posted with a projected lag of about 2 weeks between data acquisition and posting of changes.
  • Preserve land movement – land movement and fissure expansion are continuing at a high rate in the preserve. There are new fissures opening weekly and expansion of existing fissures. Many trails are closed, and the public is strongly advising to heed trail closures for your own safety.
  • LA County sewer is planning for CCTV surveillance of sewer mains in the land movement areas. To target areas, they have requested GPS movement data from the City which the City has agreed to share with them.
  • SCE leaning power poles. Repair and correction to be done 1/19. Arrangement made with property owner to have access to the property for the repairs. Frontier continues to inspect their equipment in Seaview and do repairs as found.
  • Gas Company. There was a recent gas leak in Portuguese Bend. It was under repair at the time of the stakeholders meeting on Wednesday. An update of the inspection schedule for existing gas lines is still pending.
  • Cal Water.
    • Has completed the above ground pipe work for Seaview.
    • They are engaged in planning for the upgrade of the rest of Seaview and for repairs and maintenance of the water line along PV drive South where there was a rupture before Christmas. None of this will be above ground piping. They are still in the early planning stages of this.
    • Portuguese Bend above ground piping at Clovetree is to begin on 2/5. There is ongoing planning for the upgrade and replacement of the mainline to Portuguese Bend.
  • KCLAD
    • Had a walk-through meeting with the City last week. Outlets of drains at the ocean have been clogged by high tides and waves. So far able to be cleared, but an ongoing struggle.
    • Plans continue to better drain the upper canyon. The topography of the canyon has been mapped, working on the final designs to submit to the City. The roughness of the terrain is making this challenging.
    • The water level in all the existing wells has fallen by several feet. This is good progress. The water levels are near the historical levels when there was very little land movement.
    • Fissure filling above Seaview has been going very well. Many of the fissures are covered by tarp to divert water flow. These models seem to be working to divert water and are being look at as possible examples of what can be done in other areas such as Altemira Canyon
    • KCLAD is working with the City to seek more fundings from FEMA and other sources as they only have a limited amount of funds remaining.
  • ACLAD
    • Had one of their drainage pipes rupture. The system is now back up and running.
    • All the new well sites have been drilled. They are in varying stages of being prepped to receive pumps.
