Weekly update on land movement from this past week.
Cal Water Meeting and update on SeaView projects. 12/4/23.
- Dauntless and Exultant pipe elevation. Completed pipe layout on Monday. Doing pressure testing and water sampling this week (Water sampling turnaround typically 2-3 days). Excavating and preparing the ties in expected to be completed on Monday. Anticipated hook ups during next week. They will notify homeowners who will be impacted 48 hours ahead of disruption of service. The anticipated completion date is still 12/15.
- Admirable pipe elevation. Excavation begins at the end of this week. Pipe work and valve replacement to be done next week. Similar water pressure testing and sampling after completion with hook up and temporary interruption of service.
- Exultant drive pipe elevation. Excavation to begin next week. Pipe placement begins by December 18th. Same pressure testing and water sampling.
Stake Holders Meeting 12/6/23
- Introduction of David Copp. New director of public works. He will head up the Portuguese Bend Landslide Project that was funded by FEMA.
- A reminder that there will be a city council meeting on December 19th. A geology report will kick off the segment on the landslide and updates will be given to the city council. ACLAD and KCLAD were asked to submit reports for inclusion in the city staff report. The agenda should be out next week for public review.
- Emergency Coordination with LA county. One meeting has been held for contingency planning for utilities if there is a major disruption of service. The greatest utility risk is the county sewer trunk line. It was asked if rerouting of that line could be done. The answer was that it was too costly and extensive to do. The emergency plan for what will be done is there is a rupture of that line is still under review.
- Preserve trail closures. Please use this link to go to the city website to see the trail map closures. https://www.rpvca.gov/1007/Trail-Conditions-Alerts The major message is that there is considerable movement along the Burma Road trail, extending towards the Ishibashi and Eagle’s Nest trails. These are very unstable areas with large fissures and the public is advised to stay away. It was recommended that the city consider putting heavy equipment up there to bulldoze the trails to repair them and fill in fissures. That is under consideration.
- Mike Phipps, the city geologist is actively investigating the areas of the slides. He will be updating his report at the city council meeting. An additional consultant has been added to help him.
- The anticipated geology report on land movement trends is still under review. Not a clear update on when that data will be available for the public to see. Ara asked for an update on new marker placement outside of the known slide areas as several inquiries have come in about this. Ramzi to update at future meetings. He is going to confirm if this needs to go before the city council or can just be done by public works.
- SeaView.
- New fissures observed along Dauntless are being filled. Several other fissures along the streets are being addressed.
- Ramzi reported that there was an error in the cost estimates to place K-rails to protect pipes on Dauntless if they were placed in the street. It would be $25,000 a year. He is exploring the possibility of encasing the pipes rather than using K-rails. Cal Water is willing to look at this but has not heard from the City before today on this. Ramzi additionally reported that there would be no delay in the project due to this request.
- SeaView sewer lines. No new information. KCLAD reports that the individual homes who were recommended to do sewer lateral evaluations should reach out to KCLAD once plumbers are contracted to be reimbursed. All homes in the District are advised to have the sewer laterals checked.
- Two Frontier poles that snapped have been replaced. There is still active investigation of some hanging equipment seen on one of their poles along Dauntless. That is expected to be resolved this week.
- SCE not present. Work still ongoing to fix leaning poles along Dauntless/Exultant and complete removal of poles from the preserve. 1 pole on RPV drive south to be replaced. Community residents are encouraged to contact SCE and the city if any other pole problems are observed.
- The Gas Company confirms that SeaView is slated for quarterly inspections of gas lines. The rep didn’t have a date for the next inspection. He was asked if they could look back to see when the last one was done. He agreed to do that.
- KCLAD. Drilling of the new well at the Beach is done. They now need to activate the well by installation of the pump, final installation of electrical supply, etc. Anticipated volumes will be 130 gal/min. All drainage pipes at the Beach have been cleared. Investigation of the topography of the slide area North of PV drive S. and below Seaview is being done as it’s a natural depression without drainage. Plans for drainage of this area will be developed for submission to the city for permitting. Existing well output had dropped off to 30 gal/min. Likely clogged and once new well up and running, it will be cleared. Dirt removal in the zone between the PB slide and Klondike Canyon slide is now being removed.
- ACLAD. One of their new wells has been drilled. Needs to now be activated/developed. Likely take a few more weeks. The rest of the new wells will be on a schedule of a new well every few weeks. Culvert drain repairs are ongoing. Still working with LAC public works on being able to line Altamira Canyon.
