COMMUNITY NOTICE From SRA Board:

Stakeholders Meeting – 12-11-2024

A City Council meeting will be held on 12/17. Extension of emergency declaration will be recommended. City Staff updates will also happen.  

  • 11 deep de-watering wells have been installed.  Last one started working on 12/3.  Ongoing maintenance of the wells. 1-6 not seeing any pinching, but some are needing to be replaced so there are varying rates of production. Well 7 not producing much and likely not to be redrilled.  
  • Last test bore hole is being completed by end of this week. It is showing signs of artesian water.  
  • The initial plan was for the band of deep wells that are in place with a second phase of ACLAD wells higher up and a last group of diversionary wells that were in the initial FEMA grant program.  It is believed that some additional drilling in this group of deep wells will be recommended, and it will be budget and funds that may determine the extent and rate of that drilling.  
  • Winterization efforts.
    • Initial phase of Altamira Canyon and Calvin Canyon is complete.  
    • Klondike Canyon is about 40% complete.  There will be further swales above SeaView.  The lower canyon drainage will be coordinated between KCLAD and the City. 
    • SeaView work is near completion.  The Exultant graben has been graded and paved.  Admirable will be completed by next week and is currently underway.  A hot line is being set up for neighbors to be able to call in reports of any problems with drainage.   The City will release details once the vendor has been selected.  The area along PVDS where a temporary access road was created has been tied to LA County Sanitation.  City Staff will be meeting with them to arrange for restoration of this area. 
  • GPS survey report data has just come in last night.  Once reviewed, it will be posted to the City’s Website and provided to the utility companies.  
  • PVDS roadway repairs. There will be another round of repairs next week.  The magnitude of those repairs will be available next week. 
  • Consideration of extension or removal of the restriction of 2 wheeled vehicle prohibition on PVDS will be addressed at the upcoming City Council Meeting. 
  • Drainage source study.  The due date for proposals is the end of this week.  These will be vetted and the expected timing of a decision is early February.  
  • PBCA.  Road repairs have continued and they feel they are ready for winter.  
  • KCLAD.  There is ongoing work on well #5.  Nothing that is impacting function.  Water tables and flow rates are remaining consistent and not changing.  They have 2 pumping wells and current efforts are focusing on winterization.  
  • ACLAD. Well #11 is becoming operational.  Will be doing a culvert under Vanderlip Drive to help drain Calvin Canyon.  There is ongoing assessment of actual drainage of water from the wells as there is some uncertainty of how the drainage pipes are functioning.  ACLAD sent a letter to SCE to request repowering some of the wells.  They have responded with requests for well function and locations as a step towards repowering the wells.  
  • FEMA grants for homeowners. No updates currently.  An update is expected with the staff report.  
  • Utilities.  There was discussion about how to approach the utilities for information about what criteria are needed for re-energization.  Is this best done by the City, homeowner associations separately or a coordinated effort.   The individual homeowner associations have not gotten a response.  Ramzi will discuss this with Ara and see if a coordinated response would be advisable.  An ask was made to include LA county officials and our state and Federal elected officials in the ask.  
    • LA County Sanitation.  The 14-inch pipe along PVDS in the area of the ski jump has been under large stress.  The engineers have determined that a large segment needs to be replaced and work is scheduled to begin to lay down high density polyethylene pipe from the Abalone Cove pumping plant for about 8000 feet with some segments under PVDS where it separates into two lanes in each direction.  This will cause some lane closures in both directions.  The work is slated to be during daylight hours.  Notification will be made via County and City platforms for interruption in traffic flow.  
    • Cal Water.  There is ongoing work in the PBCA area.  An ask was made again for parameters for visual shielding of pipes for residents who may plant shrubs along the pipes. 
  • Holiday calendars and communication during those closures.  A number will be provided for any emergencies before the holiday calendar goes into effect.  

SoCal Edison Work in SeaView

  • SCE will be replacing three poles in the SeaView neighborhood on Tuesday 12/17/2024 at 9:00am. The scope of work will be the replacement of poles located near the Admirable cul-de-sac. This project is required for safety and compliance, since the poles are leaning.
  • SCE will require the use of cranes to complete this work, SCE will be reaching out to the affected residents. The work will require a brief outage in the SeaView area (where power is still on) in order to safely complete the pole replacements.
