Utilities Update

  • SCE was not at the Monday meeting. They did send word to the City that SCE crews will be in Klondike Canyon and Seaview doing vegetation control work beginning Tuesday December 10th.  There is not a current update on re-energization plans or what plan is being created for the homes North of Dauntless and in the cul-de-sacs where there are currently temporary poles coming down from Ladera Linda.  The City has been pressing SCE for their plans.
  • SoCal Gas has developed some parameters around re-energization for homes in the land movement areas that have had less activity.  They did contact one resident in SeaView who qualified and were declined to assess the home as the owner is off the electrical grid and had converted to all electric appliances.  We have asked for information on what the conditions are that would have SoCal Gas check homes to see if they could be re-energized.  The representative will check with their leadership about releasing a list of conditions for impacted owners to be aware of.
  • Cal Water had no new updates.  An ask was made to repair temporary access along PVDS where an access road was created.  They will investigate where that project stands.  They were also asked to provide information updates on when the rest of SeaView water lines may be updated. Additionally, they were asked to provide the parameters for residents to install landscaping around above ground water pipes.

City Q&A session, 12-4-2024

  • City Updates
    • New land movement GPS data was collected on the 27th.  That information is still being processed as an error in one of the formulas created confusing information.
    • Deep de-watering wells.  6 wells are discharging at a rate of 560 gallons per minute.
    • 2 deep wells near PVDS were not discharging.  Compromised due to land movement.  Ongoing analysis to see if they should be redrilled or new wells drilled in a different location.
    • 2 new wells discharging at rate of 180 gallons/minute- 3rd well to be drilled soon.
    • Approx. 1 million gallons per day total is being removed.
    • Question was asked if this would lead to land settling. Geologists’ opinion is no.
  • Winterization Work
    • Completed.  Fissure filling Altamira and Calvin canyons
    • About 40-50% done with Klondike Canyon below the graben wall.  Lining being placed and work being done to finalize drainage below PVDS to direct flow to further rains below PVDS.
    • In SeaView finished paving and grading along Exultant.  Admirable still due to be completed.  Will be revisiting the Dauntless Exultant intersection to put in more protective lining and finish pump catch basins.
    • The rest of the work will be in the reserves.  Anticipated filling to be completed by the end of this month.
    • PV Staff met with Rolling Hills Staff to convey information to them about what is happening in PV.  Goal being to help Rolling Hills in their planning.
    • City has helped ACLAD purchase a portable pump for use in the PBCA.
    • Pumps in SeaView are driven by gasoline/diesel and will be triggered by water level with monitoring of the pumps by City Staff.  A suggestion was made by SeaView residents to have a phone/contact system to help in monitoring the water levels.  The City will work to have a call tree to aid in monitoring the water levels/need for pumping to happen.
    • PVDS area curb has been patched.  There is a low point in the area, so the City is analyzing how best to drain this area.
  • Next City Council Meeting on 12/17 will have matters related to land movement.
  • No updates from SCE on the telephone pole work planned for the Dauntless area have been provided to the City.
  • Question was raised about the possibility of restoring the PVDS gas lines. This will be passed along by the City to SoCal Gas.
  • Question was raised about tax relief for red and yellow tagged homes. The City Staff will investigate this as property tax reassessments haven’t been seen yet by residents on the call.  A resident of PBCA who was on the call indicated that they had been told that formal reassessment would not happen until 2025, but that relief would be coming.
