Updates this week on land movement:

  • Cal water began the work to put water lines above ground in the Dauntless Exultant area. The estimated time frame for completion will be 2 weeks.
  • The second project for elevation of water lines above ground on Admirable will follow. Final permitting is near completion.
  • Cal water is developing plans for protecting water lines along Exultant as new cracks have appeared in the road indicating land movement. They will be presenting plan to the city in the near future
  • Cal water shared photos of the pipe breakages in the Dauntless/Exultant area. The findings:
    • Pipe deflection/displacement of 22 inches has been found at the pipe breakages. This was the finding at the original breaks and rebreaks that have occurred with new piping in place.
    • Pipe joint failure has been seen where a deflection/displacement of the pipe pulls apart distal or proximal pipe fittings.
    • After pipe repair, in one instance, there was a distal pipe uncoupling that was uncovered with repressurization of the pipe, leading to an immediate second repair, with prolonged outage of water.
    • Moving the pipes above ground and putting multidirectional joints will help mitigate future pipe ruptures, but will not be able to prevent them if the rate of displacement continues.
  • Weekly Stakeholders meeting:
    • City council meeting next Tuesday 11/14. will be addressing the emergency declaration and receiving updates on ongoing projects related to the land movement. The city agenda and city staff report on the land movement projects is available on the city website under the agenda for the upcoming meeting. The agenda item will be the third agenda item. The report is 195 pages long, but very detailed. Including it here and it will be posted to the SRA website.
    • City crews will be in Seaview to do repairs of cracks/fissures in the roadways beginning Friday. This will include repairs of new cracks seen on Exultant.
    • LA County disaster coordinator is working to have the RPV land movement attached to the Federal FEMA emergency declaration related to last winter’s rains. The city is preparing to apply to FEMA for financial support in the ongoing repair and intervention work related to the accelerated land movement.
    • Preserve workers are noting increasing movement in the preserve in multiple areas including Klondike Canyon. Efforts will be made to place markers to quantify local movement. The current closures of the area are estimated to be 50% effective in preventing entry.
    • So Cal Edison is working to arrange a date for entry to the residence where the electrical pole is leaning and at risk of falling to assess what is needed for repair and stabilization. Ara and Ramzi have offered to assist in coordination. No other problems with the electrical grid have been found.
    • Data on findings from the additional land movement markers that have been placed will be presented at the City Council Meeting and will be posted to the city website next week. A larger project putting together land movement going back over the past several decades is estimated to be available by February of next year.
    • LA county sewer. Earlier work on pipe assessment is completed. Check of the sewer laterals for 3 Seaview household along Dauntless is being done by KCLAD. Schedules for that are being coordinated between KCLAD and Seaview members of KCLD.
    • Cal Water reported that pipe elevation in Seaview is underway. A request was made by the city and by a Seaview resident to put forward and understandable description of the leak monitors that are in place. They agreed to do this.
    • There are ongoing pipe projects in both the Portuguese Bend Community and the Narcissa communities by Cal Water.
    • The water line to Seaview that comes through the preserve as reported last week has been shut off and we are receiving water from the East side. This is the major water line that had a major leak early in the summer.
    • Cal Water reported that there has been an ongoing leak from a pipe North of Seaview in the canyon from a pipe that is not theirs. City had been notified and all agreed to work to figure out who had responsibility for the pipe leak. Ara agreed that future reporting of pipe leaks would be shared between Cal Water, The city, KCLAD, and ACLAD. All of these entities have pipes in the area.
    • KCLAD reported that the company that had been lined up for drilling the de-watering well at Dauntless and Exultant has backed out. They are working with ACLAD to find a new drilling company but are otherwise ready to go. Plans are for another well in the PBC area. There is ongoing work to clear and repair the major drains at the bottom of Klondike Canyon. City will be meeting separately with KCLAD to over findings their teams had in drain inspections.
    • ACLAD is continuing with their plans for 4 new wells to be drilled in December and will likely come on line in January of next year.
    • The city has been actively reaching out to Rolling Hills about land movement and water concerns at the head of the landslide. There is increasing movement in the Flying Triangle slide area. Cal Water reported that their teams have been moving to do inspections in the area. No leaks have been detected to date.
