We will look to share information and ideas amongst all the major stakeholders and initiate short-term measures for proactive success. The community has spoken and the City is taking action.

Declaration(s) of Emergency and Los Angeles County Disaster Management AREA G

  • This week marks the one-year anniversary of the City declaring a local emergency, as well as the commencement of this meeting.
  • From this point forward, this weekly meeting will be cancelled. It will be replaced with the RPV PBL Q&A on the first and third Wednesdays of the month at 3:00 pm PST. During the first 15 minutes, the City will give opening remarks/updates. The remaining 45 minutes will be Q&A for the community. The City will ask the other stakeholders to attend. There will be a hard stop at 4:00 pm PST.
  • The City Council approved the disbursement of $2.8 million to go to the approximate 208 “affected” residents. This is from Janice Hahn’s $5 million grant.
  • The City will post the application online approximately next week. Applications can be submitted online or in person. There will be a Ladera Linda hub with City staff to help residents complete the applications if they need help. The applications will help with grant documentation. Consult your tax professional whether the grant money is taxable.

General Comments or Questions

  • The City is planning to take an item to City Council in the next couple of months to add charging stations at Ladera Linda with reduced rates for residents that had their electricity discontinued.
  • Geotechnical study: The City forwarded the scope of work to the County. The County is reviewing it. Then a consultant will need to be contracted with. This is about six weeks out.
  • Please email landmovement@rpvca.gov with public/resident concerns, issue reports, or complaints.

Sewer Lines LACSD
  • Emergency repair work continues on PVDS. The majority of the work should be completed by early November.
  • Construction to lift the sewer line at the five driveways will begin this week.

  • The City completed the work for the lateral at 99 Vanderlip.
  • At Wayfarers Chapel and Narcissa there was a welding machine malfunction. Repairs occurred today and work will resume.
  • The Narcissa Bend sewer line will be brought aboveground. More information to come.

Power Poles Repairs Southern California Edison (SCE)
  • SCE will be covering emergent work in Seaview and PBCA. The will be topping three poles. They issued letters to affected residents and notified the HOAs.
  • SCE crews returned to complete the pie plate installation.
  • It was reported that there is a pole surrounded by fissures. SCE thanks the residents that reported it. It is being repaired.
  • SCE set up a customer service line just for the RPV landslide area. (800) 250-7339, Monday through Friday from 7:00 am to 7:00 pm and Saturday from 8:00 am to 5:00 pm.
  • All rebate information is on SCE’s web site.

Portuguese Bend Landslide EIR, Final Engineering, and E1/E2 City
  • Dewatering wells: There are six operating at the beach. Each is pumping at 100 gpm.
  • The water pressure is decreasing.
  • The land movement is slower around the wells than other landslide areas.
  • Data can be posted on the City’s website. A publish date has not been determined yet.
  • Water testing will be conducted to see if an origin of the water be determined.
  • Drill rigs were moved to the area south of PVDS. Test bore holes will be drilled first. Info will be gathered that will inform the well locations.
  • The City is discussing additional well site with ACLAD.
  • Winterization plan development continues. The City is coordinating with ACLAD and KCLAD. The geologists will weigh in.
  • Fissure filling should begin in the next two weeks.

  • Speed limit signs are being posted on PVDS. They were recommended by professional traffic engineers.

Seaview Neighborhood Roadway Repairs City
  • The City plans to repair all three grabens in Seaview:
    • The grabens on Admirable and Exultant will be filled.
    • The graben at Dauntless/Exultant will be filled with a light-weight material, a liner will be installed, and a pump will be used when needed.
  • Sheri Hastings reported there is a 5-foot hole on Vanderlip Drive. The City stated that Vanderlip Drive is not City-owned.

Road Repairs in the Portuguese Bend Community Portuguese Bend Community Association
  • Completed roadway repairs on Pepper Tree and Narcissa.
  • The Narcissa Gate may need more solar panels.
  • The City will reach out to PBCA regarding logistics for winterization in Altamira Canyon. Tim Connors will be in contact with PBCA.
  • Bright, strobing power lights are on Cinnamon and Narcissa. These are security lighting. They will be checked to make sure they are properly functioning.

KCLAD Dewatering Wells KCLAD
  • 5-Step Plan: the first three steps are in motion.
  • For Steps 1 and 3, the contractor will begin next week:
    • Step 1 is getting the 16” pipe in the canyon addressed.
    • Step 3 is the fissures filling at the top.
  • Step 2 is the well:
    • Have five wells, two are observation wells, three are production.
    • Current production is about 355 gpm.
    • When the fourth production well is in place, KCLAD expects 400-500 gpm total.
    • The water levels are dropping in the production wells about 10 feet.
  • Tim Connors will be reaching out to Steve Cummins to coordinate on mitigations.
  • There are three levels of bentonite: 30 feet down; 150-170 feet down; and 250-300 feet down.

  • There were a series of pipe breaks this week.
  • ACLAD received four sections of 12-foot diameter pipe. They will be put off Narcissa by the riding club.

Top of Slide Area and Kelvin Canyon Spring ACLAD & City
  • Will collect stormwater coming down Narcissa to keep it out of the graben. Will use an electric generator to pump water to the storm drains.
  • ACLAD received two (donated) 600-gallon tanks. They will be used to capture Kelvin Canyon Spring water then drain them appropriately.
