Land Movement Updates

 

So. Cal Gas Meeting – 7-15-24

  • Have identified sites for isolation valves on 2- and 3-inch mains.  Discussion with the City for permitting which will be done once plans complete.  Likely a few weeks from final plan design to being ready to move forward.  There should not be significant interruptions in service during the installation.
  • Planning team was in Seaview on Wednesday for further information on the isolation valves.
  • Schematics on the location of the valves will be available as plans are formalized.
  • There is ongoing evaluation of the areas where the Grabens currently are for possible solutions for isolation of the rapidly moving areas.
  • So Cal Gas will put together information for the community about the levels of gas leaks.

City Council Meeting – 7-16-24

  • City Managers report.
    • Public Safety Reimbursement program. Individual homeowners can apply for aid for home cameras.
    • Assemblymember Muratsuchi’s Town Hall Meeting will be at Hesse Park this Saturday at 10:00 AM.
    • National Night Out will be August 6th. There will be a reception at Hesse Park from 4-6 PM
    • Abalone Cove and Sacred Cove Beaches are temporarily closed due to land movement.
  •  The City Manager reported that they have found an option to petition Cal OES to request assistance for individual homeowners. It will be at the next City Council Meeting for recommendation to submit a letter in support of assistance to homeowners.
  • There will be a report at the next City Council Meeting on contributing factors to the current land movement.
  • City Staff recommended deferring major fixes to the ski jump area of PVDS. They recommended continuing with patches. Public comment requested speed control in the area as the road is not safe at the speeds currently being seen. This was passed by City Council.

Stakeholders Meeting – 7-17-24

  • LA County Emergency Preparedness.
    • Deadline has passed for SBA.  No extensions have been announced.
    • Update on progress for assistance to individual homeowners.  The Presidential Disaster Declaration did not go beyond public assistance.  SBA did step up when FEMA did not go beyond public assistance for the small business loans.  The City will be making requests for grants through Cal OES.  There will be a draft letter presented at the City Council Meeting on August 20th asking for assistance.  Ara indicated that the process will not be quick to secure funds if some can be made available.
  • Geotech updates. No updates today.
  • City projects
    • LA County Sanitation District work continuing.  Updated fact and information sheet has been prepared.  Will include a 24-hour Emergency Number and explains how the sewer system works in the area and work along the bypass area.  An ask was made to expand this to information about what residents could expect if there is a disruption of sewer services.   
    • SeaView sewer line repairs.  Work is scheduled to repair the lines beginning tomorrow in SeaView.  This will be in the Dauntless area for temporary repairs with longer-term plans still being considered.  Excavation is expected to be in the closed road areas and not to impact access to homes in the area.  
    • Portuguese Bend repairs along Ginger Root are continuing.  
    • SCE.  Some small repairs on Exultant were done today to fix tension on lines.  Was an emergency repair in response to a call during the nighttime so notification was not able to be given to all residents. There will be crews out near Vanderlipp tomorrow hanging lines. 
    • So Cal Gas.  A planning team was in SeaView today to look at locations for shut off valve locations including targeted shutoffs.  This will be the first step of any repairs/modifications to be done.  
    • Cal Water.  Narcissa construction is ongoing for the main line there.  SeaView, construction will be starting this week on the additional above ground piping and along the PVDS frontage area.  There will be notification of residents who will be impacted.  There has been an agreement between Cal Water and LA county sewer as to location and timing of pipe revisions along PVDS. Cal Water will go first, then the LA county sanitation district will proceed. 
    • Emergency hydrauger – EIR. The EIR will be delayed due to efforts on the emergency hydraugers.
      • E1 boreholes.  E-1-9 finished yesterday. Started on E-1-2.  A total of 5 boreholes have been completed.  Anticipating by the next meeting they will have some information for the group with August 20th the City Council Meeting being when a full data presentation is expected.  Next will move to the Beach Club area.  City Staff is anticipating the information from these boreholes will be important.  They are finalizing the last agreements for the drilling locations.  
      • E2 map was shown.  Along Peppertree Trail.  Borings will begin in the next few weeks.  A series of borings (9 total) planned.  Some will extend along the Burma Road trail.  
    • PVDS and Peppertree drainage.  Final design phases are being entered as the survey has been completed.  
    • GPS Survey of Land Movement.  Will be posted in next few days.  
    • PVDS. The City Council last night decided to hold on major repairs for now given the degree of land movement.  The City will continue with patching/repairs as needed.  Signage to be improved to divert trucks from the area.  City will be making recommendations to decrease speed limits in the area based upon the city consultants’ recommendations.  
    • SeaView neighborhood.  Anticipating the next round of crack filling next week.  
    • Portuguese Bend Community Association.  Likely will be relocating entry gate motor.  Ongoing work on roadways as utility trucks have been taking a toll on the roads. 
    • KCLAD. Damage inventory was accepted by FEMA with field inspections being scheduled.  They are interviewing staff to manage the “5-Point” Project and the KCLAD Office, CPA support, grant administration and other oversight that will be needed.  Two wells have sheared off.  Well production has decreased to about 120 gallons per minute.  Water tables have risen as a result.  New well drilling is going to be underway beginning tomorrow.  They are replacing electrical to the existing wells.  The meeting has been set for the 48-inch pipe fix.  
    • ACLAD.  New well has sheared.  Main drain line was broken today.  Will be undergoing repair immediately.  
    • City of Rolling Hills, no one on the call, no meeting scheduled yet.  City Public Works will begin working on a hydrology plan for KCLAD.
