COMMUNITY NOTICE From SRA Board: 5-08-24 Stakeholders Meeting

Residents are encouraged to look at the city website for minutes and report from the May 7, 2024 City Council Meeting.

  • No geology update beyond what was presented at the City Council Meeting
  • Guardrail installation by LA county sanitation along PVDS completed
  • Seaview sewer lines.  CCTV assessment was done.  New break was found.  Last repair had been done 1 month ago.  The City will meet with the county to look at longer lasting options.
  • Sewer lines in Portuguese Bend.  Repairs along Clovetree Place.  CCTV inspection near Wayfarers and Narcissa. No new breaks.  Residents are reporting sewer smells.  County will continue to look for leaks.
  • SCE power poles.  Still anticipating Cox work to be done in June.  There are new leaning poles along Narcissa drive.  Will be replaced.  Couple of leaning poles in Altamira canyon causing tension in the lines.  Crews to be assigned this week to work on these poles.  Anticipate work to be done by early next week.  City requested from SCE to have a regular inspection schedule given the rate of land movement. They will explore what is feasible and present that next week. There was a down wire yesterday along Exultant in Seaview.  That was repaired.  Plan is to have “accelerated overhead conductor project” to develop plan for re-engineering of wires in the area to prevent another down line.  Plan cycle is about 45 days to complete the work.  If there is an outage related to this, residents will be notified.
  • So. Cal Gas.  No new updates from last week.  Currently working on Narcissa.  Residents reported a lead on Dauntless.  So. Cal Gas crews are there.  So. Cal Gas representative will follow up on this and report back to the group on what happened.
  • Cal Water.  No new updates from last week.
  • City Projects:
    • Emergency Hydraugers.  Plan was approved at the city council meeting.  Bore hole data will predict anticipated outcomes and goals and what might be considered as a Plan B. City will work to provide targets to city residents based upon the bore hole data as it becomes available.
    • PVDS roadway repairs. Will be done again on Friday/Monday.
    • SeaView road repairs.  Crews are out each week to check the roads.  Latest round of repairs was on Exultant.  Residents are encouraged to continue to report any new fissures/breaks. 
  • Portuguese Bend Community Association.  Ongoing road repairs. No other new updates.
  • KCLAD
    • Meeting was held with the city regarding final placement of the emergency hydraugers KCLAD preference for E1 is to have the branch points be as close to the water as possible.
    • Current well output 200 gal/min.
    • Water tables have dropped about 1.5 feet.  Typical water table is at about 90 feet.  The recent high-water mark has been at about 5 feet below land surface at this time last year.  Recent fluctuations have been down to about 30 feet below ground level.  Currently at 15-16 feet below ground surface.
    • Ongoing monitoring of the tarps over the fissures at the top of the hill.
    • Channel regrading at the bottom of the 48-inch pipe outlet has been completed.
    • Ongoing pursuit of funding from various sources is moving forward.
  • ACLAD updates
    • Last Friday, State Senator Ben Allen went on a tour around PB community.  He reaffirmed that he is working to get Landslides onto the emergency declarations (SB1461).  It is still moving through the State Assembly.
    • Gordon attended the FEMA workshop discussing how funding applications are handled and processed.  Bottom line is it will be a long process.
    • Engineering report is being prepared and City will review.
  • Emergency services update.
    • Notification of application for funds under the disaster declaration is due by May 13th.  It appears that each of the Districts and the City will submit separate requests.
    • No updates yet on whether small business applicants with be part of the recent emergency declarations.  That request needs to come from CAL OES.  That request is still pending.  This would allow for loans for individual residences and small businesses.  Brandy will check on what role individual letter writing and City letters in support of the SBA portion could play.
  • Geotechnical updates.  No new information since the City Council Meeting.
  • Coordination with city of Rolling Hills.  At the City Council Meeting, authorization given to have Mayor Cruikshank write letter asking for coordination and collaboration with the city of Rolling Hills and the Community Association with a request for a response by May 17th.  Request will be for a hydrology study of the watershed area.
  • A request was made of the City to convene a meeting between the LA county water districts, the City, and ACLAD to figure out Altamira canyon.  Ara agreed a meeting would be helpful to get things moving.
