COMMUNITY NOTICE From SRA Board: 4/24/24 Stakeholders Meeting

  • Sewer lines in Seaview.  Question raised about 4325 Exultant and possible leaks.  Discovered in lateral inspection being done. County will do CCTV inspection in the next few days to reinspect in the area.  Longer range planning for replacement of lines is still being considered, but on the back burner while the emergency hydraugers are being planned.  
  • PBC sewer lines.  Repairs and replacements have been completed in recent breaks.  
  • SCE – Repairs in Narcissa, Seaview are completed.  Awaiting Cox to declare when their equipment will be removed so that they can complete removal.  June date has been mentioned, but city will be following up on this.  
  • Gas lines. Construction along Narcissa progressing.  Still a few weeks to go on this project.  No other issues that have been reported. 
  • Cal Water.  No current projects underway.  Material is incoming for replacement efforts in PB area.  Request was made by ACLAD to see if the emergency recording message could be adjusted for earlier input of information.  ACLAD has also shared their drain maps with Cal Water to help in identification of source of future leaks.  
  • City Projects:
    • Emergency hydraugers. These will be labeled as E1 and E2. Locations for these are being finalized.  Contracts for the work are being put together.  The initial step will be borings and measurement to solidify the final plan.  Final plans will be presented to the city on May 7th City Council Meeting.  There will be some fissure filling as a part of this to gain access to place the hydraugers.  
    • The EIR for the Brick grant is also being updated.  This had included 5 hydraugers’.  One of these being planned is not possible given the current rate of movement.  Plan will be to do the emergency hydraugers to help stabilize the land.  By the time they stabilize the land, work will then move into the Brick grant plan to complete the work.  
    • Peppertree drainage.  Awaiting FEMA final approval, but will be moving ahead with modifications to the plan to be ready once FEMA approval comes through.  
    • GPS surveying.  Most recent round just completed.  Rate of movement is continuing to increase.  Middle of the landslide moving at a rate of 9 inches per week.  This decreases as you go towards the boundaries.  Klondike Canyon landslide is moving at a rate of 2-5 inches per week.  Geologists are not yet able to model what will happen around the edges of this more rapidly moving area, but there is a risk of continued expansion of the slide area as the central moving area moves further.  Mike Phipps did note that the area of PVDS road was at sea level 126,000 years ago to give us a sense of how much rise there has been of the Palos Verdes peninsula over time.  
    • PVDS road.  Repairs continuing every few weeks.  Ski Jump area repair planning is underway.  Dates and scheduling TBD.  
    • Seaview cracks filling.  City requests for residents to continue to report new cracks and fissures as it helps them to get out to fill them.  
  • Portuguese Bend Road repairs.  Nearly constant repair work ongoing due to land movement.  
  • KCLAD updates.
    • Working with Cal Water to raise lines in PBC due to water breaks.  
    • Pumping with 4 pumps.  Water tables have been rising since Easter rains.  Has come up 6 feet over the last several weeks.  This rise is much faster after rains than seen in the past.  
    • Tarping and sandbagging is ongoing.  
    • The E1 emergency hydrauger location is being coordinated with input from KCLAD and the city.  KCLAD feels currently planned location not optimal.  There are ongoing meetings with everyone pushing to finalize the plan this week.  Feeling is that the hydrauger needs to be further down the slide. 
    • Nic Girillo and Dennis Jaconi have been added to the KCLAD board and will be sworn in at the next meeting.  
    • Recommendations for assessment to KCLAD members will be mailed out this week for future vote. 
    • RPV is the major contributor to both districts and Ara will be meeting with representatives of both districts as he will need to report potential increase in funding to the city council.  
  • ACLAD updates
    • Pipe breaks at wells 18 and 20 were repaired.  
    • New wells are now operating with hooks ups by SCE.  
    • New drain pipe has arrived and efforts are underway to begin placing it by next week. 
    • Multiple new fissures are opening along Vanderlip Drive.  
    •  ACLAD to have board elections and assessment vote in the coming months.  
  • Anticipated timing for answers to questions from the town hall meeting is by the end of this week.
