Utilities and Rotary Update

  • The Rotary Club has extended applications for the funds given by the utilities and others for distribution to affected homes to March 2nd.  After that, funds held by rotary will be awarded.  They have $160,000 that can be awarded to impacted residents of SeaView and Portuguese Bend Beach Club.  Contact with Rotary is available via Allen Bond at  allen@gepartnersllc.com
  • As noted below, there are 3 homes in SeaView that have not been re-energized that are not red-tagged.  Celina Luna from SCE reported that she has been in direct contact with the residents and that they are still looking at solutions.
  • Other utility updates are noted in the city Q&A session below.

City Council Meeting

  • Approximately 40 homes in PBBC and SeaView were re-energized by SCE in the past week.  Importantly, KCLAD de-watering wells have been re-energized.
  • For the most part, the winterization efforts helped mitigate serious damage from the recent storms.
  • A reminder to residents that concrete drainage swales in home back yards are the responsibility of the property owners to maintain.
  • ACLAD loan monies of $1.6 M approved earlier are being rolled into new deep de-watering wells for ACLAD.  Yet to be determined is how many de-watering and how many monitoring wells there will be. The preliminary plan calls for 8-10 de-watering wells and 2 monitoring wells. City council approved acceptance of the plan and ACLAD feels that they will be able to begin drilling in about 2 weeks with a plan for a well a week.

City Q&A session

  • Deep drilling wells continuing to produce.  ACLAD wells to be drilled as noted from the city council meeting
  • Winterization efforts.  Most neighborhood weathered the recent rains well.  An ask was made to adjust the piping of the out-water pipe at the Exultant Dauntless intersections and running down Exultant.  City staff will be discussing this with the individual homeowners.
  • Longer term fixes for the Grabens in SeaView will be proposed once emergency stabilization is determined to have been accomplished.
  • GPS survey updates.  Consistent with past updates.  Klondike Canyon and SeaView remain stable.  The raw data does show some movement that is above error margins in SeaView, but the direction of movement appears to be random and is believed to be instrument error and not true movement.
  • LA County sewer. There will be ongoing work along PVDS for the next week or two as they continue to replace lines.
  • LA County Public Works.  They have observed some pavement deviations around their trenches.  These are being investigated and there will be follow up.
  • SCE. All but 3 customers intended to be re-energized and who have been inspected by the city have been re-energized in SeaView and PBBC.  Red tagged homes would not be eligible for re-energization and some yellow tagged homes may not be.
  • So Cal Gas.
    • Last gas line sampling has been done in SeaView.  They are analyzing those results and will be working with the city and communities to provide an update communication in about 2 weeks of what it may take to re-energize the area.
    • Rotary has $160,000 for distribution to PB Beach Club and SeaView.  Applications have been made available in the past.  There are currently 30 applicants.  No funds have been distributed.  They have extended the deadline to March 2nd.  Once the application deadline has been completed, final decisions will be made. There are no specific limits to the amount that can be requested.
  • Cal Water.  No new updates related to SeaView.  Crews have been in SeaView assessing the above ground pipes.
  • Frontier.  No new updates.
  • PBCA  No reports
  • PBBC  No reports
  • KCLAD. No new updates beyond that the wells are back online with power
  • ACLAD. As above from the city council meeting.  They are replacing about 1600 feet of drainage pipe that has been breaking periodically.
