Land Movement Updates

Utilities Meeting.

  • Both So Cal Gas and So Cal electric report that they are continuing meetings with the City about re-energization.  To date, there is not a plan in place for electrical re-energization.  So Cal gas continues to look at home in SeaView on a case by case basis for possible re-energization.
  • A reminder from So Cal Edison that Santa Anna Conditions may lead to emergency shutoffs of power in any area of the City as conditions warrant to minimize fire risks.  Information and updates about public safety power outages can be found on their website.
  • Cal Water.  No new breaks or plans.  No update yet on phase II of pipe replacement in SeaView.  They are working with the City to coordinate on any demolition of the initial red-tagged home at the corner of Dauntless and Exultant so that they can ensure that the above ground pipes are not disrupted.

  • Hardy and Harper is doing some work at the PVDS frontage road near culdesac. Putting in a small drainage swale to drain the overflow to PVDS. Bench in area will be replaced and area will be restored.
  • Malcolm finished winterization of Altamira Canyon but there has been some minor land movement since. Ongoing maintenance will be part of pre-storm action when rain is in the forecast.

A reminder of the upcoming City council meeting on Tuesday, January 21st.  There will be discussion around the topic of diverting some funds from City projects to support the drilling of the final set of wells outlined as a part of the deep de-watering effort that was highlighted in the last City Council meeting before the holidays and reported in our last update.  Residents are encouraged to listen in or attend the meeting.

  • De-Watering amounts remain stable from pre-holiday levels.
  • No new updates on GPS data.  New readings will be reported out soon.

Rancho Palos Verdes continues to monitor the extreme Red Flag Warning (high fire risk) impacting the region. Out of an abundance of caution and to reduce fire risk, we are requesting that residents who utilize generators take the following precautions until the Red Flag Warning expires.

  • Reduce generator ON time by cycling the generator OFF when possible. Homes equipped with grinder pump pits can hold approximately 100-200 gallons depending on their configuration.
  • Use propane fuel only in generators that are dual-fuel, since propane dissipates quickly if leaked and will not leave flammable residue like gasoline.
  • Keep a fire extinguisher and a fire smothering blanket in close proximity to the generator.  Additionally, keep a portable light handy to help see in the dark.

Every effort to reduce fire risks, particularly during high wind conditions, will further protect the Peninsula from devastating wildfires.

I wanted to reach out to share an update regarding the shower program for landslide affected residents at Ladera Linda.  Due to the current wildfires, demand for the Shower of Hope program has skyrocketed.  Therefore, the shower program will be ending effective immediately instead of this Sunday, January 12th.

Regarding the subject, this week the City received multiple inquiries about construction near and within the SeaView Neighborhood, so I thought it would be a good idea to provide you an update for each area.  See below for your distribution to the SeaView residents and let me know if there’s any other information that would be helpful.

  1. Drainage at the PVDS frontage street cul de sac – the work is being managed by RPV (Contractor: Hardy & Harper, Inc.)  A drainage swale has been installed that will allow for water to drain from that section of street that has lowered in elevation over the last several months and no longer drains to existing catch basins to the east as originally built.  On Monday I will be meeting with the residents adjacent to the work to discuss restoration of the adjacent area where residents normally congregate.  I anticipate the restoration schedule to require 1-2 weeks based on how soon the restoration plan is finalized.
  2. Sewer mainline replacement on the seaward side of PVDS – the work is being managed by LA County Sanitation Districts (Contractors: Charles King Construction, Inc., Steve Bubalo Construction Co.).  They are replacing the aging steel sewer force main starting from their pumping station east of the Abalone Cove Beach area and continuing just past the PBC Beach Club.  The current schedule for completion is mid to late February.  It is considered emergency work.  Over the last several evenings, the contractors have been monitoring a temporary sewer bypass operation near the SeaView Neighborhood 24/7 as part of the work, which required the use of overhead lighting to ensure worker and traffic safety.  The bypass should be complete and removed (along with the lights) by no later than this Sunday.  In the meantime, they are going to redirect as much of the overhead lights as safely possible to the opposite direction of the SeaView Neighborhood tonight & Saturday night to minimize disturbance to residents.  Following Sunday, much of the pipeline work will be on pause until some specialized materials and equipment arrive on site toward the end of the month, after which point the remaining pipeline work will resume.  If other night work operations are required during that time, I will work with the LAC San District reps to relay that schedule as soon as possible.
  3. Sewer Monitoring in SeaView Neighborhood– LACDPW has placed plates in sections of the SeaView Neighborhood to monitor their sewers in case any adjustments are needed as a result of land movement.  It’s expected that these monitoring locations will remain in place through the winter, and if no adjustments are needed to the sewers during that time, the monitoring stations will be removed and backfilled/paved.
  4. Winterization in Klondike Canyon– RPV is managing the work (Contractor: Malcolm Drilling Co., Inc.).  They are completing winterization work in the upper sections of Klondike Canyon.  Due to the need to use their crews for some additional brush clearance and haul away this week, the remaining winterization work is scheduled to require through next week to complete.
